About our Officers

Jack McNeely
President

A sheet metal worker Local 20 member since 1964, he sat on the SMW E-board for 6 years during his membership. Jack McNeely has served on many labor boards including but not limited to: Evansville Board of Public works for nearly 20 years (about which half this time he served as president) serving under two Mayors; Licensing Board; Urban Enterprise Board; United Way of Southern IN Board; and the American Red Cross. Jack has also served as Chairman of the Vanderburgh Co. Democratic Party for one term, as well as ran for public office twice. McNeely has served as the Evansville Labor Temple President from 1987-current while duel serving as President of the Central Labor Council AFL-CIO from 1987-2016 when merged into the SIALF. Mr. McNeely is also the longest serving SWIN BT President taking office in 1989 until current.

Paul Green
Vice President

Paul Green has worked for IBEW 16 since 1988, but was sworn in as a member in 1990 and was Business Manager for 15 years, until his retirement in 2020. Paul continues to be an active leader in the community and currently sits on the following Boards: Easterseals Board of Directors, Aurora board of directors, Evansville Regional Airport authority Board of Directors; Evansville electrical examining board. Paul Green is currently the Vice President of the Evansville Labor Temple, and the Southwestern Indiana Building and Construction Trades Council.

Jim Neisen 
Treasurer

Jim Neisen is a graduate of Bosse High School and life-long Vanderburgh County resident. A retired member of the Laborers’ International Union of North America (LiUNA) Local 561 and graduate of the LiUNA Apprenticeship Program. While currently serving as Building Trades treasurer, Jim also enjoys the Indianapolis Colts and IU Football Teams.

John Bates
Trustee

John Bates is the Business Manager and Financial Secretary for the Plumbers and Steamfitters Local 136. He is a graduate of Princeton Community High School and started his apprenticeship in 2002, working in the field as a combo welder until becoming a Business Agent in 2014. John was elected Manager and started his term on January 1, 2019. He is the Chairman of the Midwest Pipe Trades Pension Fund and sits on several committees, including the Pipe Trades Health and Welfare Fund, ISPTA Drug Committee, and the Local 136/MCA JATC.

Andrew Angel
Trustee

Andrew Angel is the current President and Business Manager for the Laborers’ Local 561. He serves as Sergeant at Arms on the Local’s Executive Board, and is also a labor trustee for the Indiana Laborers’ Training Trust Fund.
